借助中央指示，实施西部开发的战略目标，银川电视台于2004年元月1日，实行新的编导改革，为开发西部，银川电视台为客商服务，愿做商家的先头兵。银川电视台设总编室、新闻部、专题部、经济部、综合节目部、文艺部、广告部、播出技术部、发射台、电视剧部等十个部门，拥有采、编、播各类工程技术人员400多名。
银川电视台使用18频道，每天播出时间16小时以上。同时引进了大量丰富多彩的电视节目，同时把本地台制作的专题片、风光片输送出去，宣传银川，在西北开发的时机里，银川电视台不断增加好节目。
