文化休闲频道创办于2005年9月26日，以“品位、休闲、养生”为频道定位，主打方言民生新闻品牌栏目《老白谈天》和文化品牌栏目《绿谷采风》，拥有《阳光剧场》、《休闲影院》两大特色影视剧场。
方言民生新闻栏目《老白谈天》开办于2009年4月27日，以“平民主播、百姓话题”为特色，着力打造“老白”的平民主播形象，让观众在看“老白”播报新闻的同时，体会到和亲朋好友、左邻右舍“谈天”时的乐趣。在内容上，强调故事性、贴近性、服务性和趣味性、，以平民化的视角说新闻。同时，还大力开展了“老白社区光明行”、老白观众联谊会、老白快乐运动会、“年轻态老人”评选、“老白快乐家族”评选、“温暖岁末，传递幸福”等公益活动，在凸显媒体社会责任感的同时，带给丽水百姓醇厚的温暖、真情的关爱和众多的欢乐。
文化类专题栏目《绿谷采风》以传承丽水传统文化，展现丽水特色文化大发展、大繁荣为己任，坚持做精品节目，通过挖掘鲜为人知的丽水地方民俗、地方文化，展现丽水文化人对事业不懈追求的动人故事，向观众展示丽水的文化风貌和文化特色。
