2010年3月，人民日报社旗下的人民网发展有限公司与中联京华文化传播有限公司合资成立“人民视讯文化有限公司”（以下简称“人民视讯”），运营手机电视及相关服务。 人民视讯依托人民日报社国内外70余个分社的采编力量和在新闻内容方面的优势，制作时政、经济、社会、娱乐等多档栏目，24小时向广大手机用户提供丰富多彩的视频节目。与此同时，作为中联京华文化传播有限公司数字娱乐新媒体的发展重点，人民视讯将成为整合电影、电视制作发行、演艺经纪服务、移动互动娱乐及移动增值服务的重要平台。
目前，人民视讯手机电视的主要栏目有新闻、法制、社会、电影、电视剧、娱乐等，以及多档自主特色品牌栏目：主要有基于人民网强国论坛制作的时政论坛节目“强国论坛”；依托人民网强档新闻视频评论节目“小白闪报”、“小六砖头铺”；那威主持的国内第一档手机法制法治原创栏目“那威说法”；国内首个手机个人视频播客“美女播客”等。此外，人民视讯获得英超联赛2010至2013年三个赛季380场足球比赛的手机电视独家直播、录播权。
